Concept

Introduction:

The Bengal Chamber of Commerce and Industry, one of India's oldest institutions of its kind dating back its origins to 1833; has, over the last several years, been providing relevant and sustainable forums towards promoting clean technology access and energy and environment management.

The Bengal Chamber is a not-for-profit organization registered under Section 8 of Company's Act 2013 (India).


A continuous endeavour has been to focus on sustainable development and to disseminate information and educate business, industry and society about the need for balancing industrial growth with ecological stability.

The annual Environment and Energy Conclave, an international forum for Climate Change mitigation and business response, is held every August and is the preferred forum for discussing environmental and climate challenges and mitigation actions. The last edition was held on 26th and 27th August 2021 and was presented as precursor to COP26 in partnership with British Deputy High Commission, Kolkata (BDHC) with UK as the Country Partner having dignitaries like Dr. John Murton, UK Government's COP26 Envoy; Mr. Nigel Topping, UK Government's High Level Climate Action Champion, COP26; Dr. Ajay Mathur, the then Director General, The Energy and Resources Institute(TERI) and others.

The Bengal Chamber works closely with TERI. It is the Outreach Partner of TERI's World Sustainable Development Summit (WSDS) held annually in Delhi and hosts the regional dialogue of WSDS in Kolkata.

The Bengal Chamber has taken series of initiatives on Electric Mobility in the recent past.

We would like to take our engagements on EV to the next level engaging extensively with EV manufactures, charging infrastructure providers/developers, financers and policy makers.

The Bengal Chamber is writing to request the COP26 authorities to allow hosting a Panel Discussion on "Accelerating Electric Mobility with green Jobs and gender parity" at IMAX Cinema. We shall abide by the time limit and format as per the guidelines.


Focus of the Panel Discussion:
 Kolkata's success story on E- vehicles in public transport.
 Green Solutions for the city- Case study of New Town Rajarhat, satellite of Kolkata
 Implementation of low price green vehicles - Job creation through  electric rickshaws and  toto rickshaws.
 Gender parity in e mobility.
 More inclusion of EVs in public transport - focusing on infrastructure.
 Financing of e-vehicles (including low price vehicles).

Theme of the Panel Discussion

The Bengal Chamber believes that the State has great potential in E-Mobility ecospace being led by the achievement of electric vehicles in public transport which has received global recognition being featured in EV Outlook of International Energy Agency. The Chamber is ready to engage with all stakeholders to create infrastructure readiness assuming increased fleets towards the ambitious target of 30% Zero Emission Vehicles by 2030.

The Bengal Chamber also believes that e-mobility may also be a viable option in connecting to the last mile and create green jobs. Towards this, the Chamber's role is to promote e-mobility in cross segment of transport mix of the State including  electric rickshaws and  toto rickshaws. Green jobs are also expected to bring gender parity with appropriate skilling and financial models.

Background

The Bengal Chamber; in collaboration with BDHC, Kolkata; organized "Strategies for accelerating Urban Electric Mobility - Exclusive Discussion on innovative policies, technologies and applications" on 7th February 2020. The session was attended by major stakeholders internationally, nationally and regionally.

'Online Session on - Kolkata Leading Way for Sustainable Mobility' was organized with Hony. Consul, Royal Norwegian Consulate and Policy Maker as the Keynote Speaker on 2nd July 2020.

The 13th Edition of Environment and Energy Conclave was held on 26th and 27th August 2020 including an "E-Mobility Forum". Some discussion highlights are mentioned below:
POTENTIAL OF E-MOBILITY - 80% of India's vehicle fuels are dependent on imports. India's target to achieve 30% EVs by 2030 is going to save 474 MT of oil imports and 846 MT of CO2 emissions.

EXISTING EFFORTS BY THE STATE FOR E-MOBILITY TRANSITION - In addition to the incentives and subsidies under the FAME scheme of the Department of Heavy Industries, EESL is also actively installing charging stations across the country, with a target of 10000 charging stations in the next three years.

CHALLENGES FOR E-MOBILITY - Regulatory uncertainties and structural barriers like limited choice, unavailability of required EVs in India, high upfront costs, lack of charging infrastructure and after-sales services are drawbacks for the EVs to prosper.

IMPACT OF EVs ON THE POWER GRID - Newer technologies, in particular EVs are poised to play an important role in increasing the flexibility of the power systems as they will act as both source and sink of electricity.

ENABLING INFRASTRUCTURE FOR EVs - Within the next few years charging infrastructure is expected to be in place in India with installation of adequate chargers per EV and amendment of building codes for setting up of public charging stations.

EXAMPLES FROM WEST BENGAL - Rajarhat in West Bengal is a pioneer in the state in terms of E-mobility adoption, with the introduction of E-buses and E-3W for public transport and provision of all necessary enabling infrastructure. The city has been awarded with the platinum rating by the Indian Green Building Council. Further the Government has pledged that by 2030 all buses plying in the state will be electric, and are taking steps towards that commitment.

The Bengal Chamber in partnership with BDHC, Kolkata jointly organised a virtual event on "E-Mobility - Infrastructure, Business Readiness Strategies and Green Jobs Creation" on 14th January 2021 focusing on "Switching to Clean transport", one of the key themes of COP26. The event was the first precursor to the 14th Edition of our Annual Environment and Energy Conclave held on 26th and 27th August 2021 on theme "At the threshold of COP26".
